These images are in the Public Domain. No one holds the rights to the images any longer. They are available from a great many sources. In some instances, I have invested a great deal of money obtaining restored versions of images, which make them unique, and therefore the person(s) responsible for the restoration hold the rights to that particular version of the image - but only to that particular restored version.
